Thank you Brett and Geoffrey,
When I installed WinSDR in the new Windows 7 PC, I used the default location
for the data files. This AM I took Geoffrey's suggestion and changed the
location for events and data folders to my Documents folder. Now I can see
the data file. But I guess I have lost my previous events and data.

Gary,
Dave and I have both seen something similar with our Windows 7. It
possibly relates to the data redirection done by Windows 7 User
Account Control. Actually, it's a pretty good file system, but can
really be confusing to people who in the past have managed their own
files and file locations.
Now, no data is to be stored in program-file directories--only programs.
See:
http://windowsteamblog.com/windows/b/developers/archive/2009/08/04/user-acco
unt-control-data-redirection.aspx
which explains what's probably going on.
