I found the same thing. I used Larry's recommendation from 5/19 and downloaded 
the files. I then used either 1,7 or 30 day reports to access the data.

I am able to connect to http://neic.usgs.gov/neic/finger/cnss_14.fing but the 
report has not been updated since 05/21/2013 with the last quake at 16:44:00.
