Barry - Depending on the path, you might want to look into some of the ISM (Industrial, Scientific, Monitoring(?) (it's late!)) Part 15 devices. These don't require a license, and the cost is less than a cell modem. Actually - let me think about this a bit - I need to do some back-of-the-envelope calculations about data rates, radio costs, and so on. The real problem with using cell modem is the on-air cost, along with very low data rates.
