I have a Perl script I wrote to upload Winsdr's gif file via ftp. It tests
the date and time of the gif file against a reference of when it last
uploaded the gif to the ftp server, and uploads the file if it is newer
than what's on the server. It's written for Linux but it's not very long
and I think it could fairly easily be adapted for win32. I'd be glad to
help anyone who wants to adapt it.
If you'd like to play with it, you can download it from
